You missed the point.
Clearly, Spirit Bond is a waste in situations where damage doesn't meet the trigger condition - but the question here is not when and how to use Spirit Bond.
For someone carrying Spirit Bond on their bar, the worst situation is where everything is hitting in the 50s - high enough to matter, but just slightly too low to trigger SB. SB can potentially be a very efficient heal - at 10 spec it has nearly double the maximum efficiency of WoH at 14 spec - naturally, you want to use it as often as you can. When you're getting hit in the 50s in your shield set, you can swap to a caster set to nudge the numbers into the 60s, allowing you to put up SB and nullify all of the damage. But with a permanent source of armor like disciples, you don't have the option of swapping it out - if you're taking 59 damage a hit, you're just out of luck.
